SCI Council and Executive

The Council is our formal governing body as well as a forum for interested people to express ideas and guide policy. There are currently 21 full and 2 co-opted members on Council; all come from SCI Member Companies and offer a variety of technological, design and management skills which help direct the affairs of the SCI. Council meet twice a year in order to oversee both the strategic direction and appropriate limits for our activities. Of the two meetings, one takes the form of a Strategy Away Day, at which are debated key issues for construction and their implications for SCI Member companies and the future direction of the Institute.

Council members

Most Council members are elected by the Institute at the Annual General Meeting which usually takes place in November each year. On the recommendation of Council, the Institute elects a Chairman, for an initial period not exceeding three years. The Chairman of Council has a key impact on the conduct of Council and therefore on the governance of the SCI. This is an honorary post which is currently filled by Martin Manning, a Director of Arup. Our Deputy Chairman is David Nethercot, Head of Civil & Environmental Engineering at Imperial College, London.

Executive Committee

A large percentage of the Council's powers and work is undertaken by the Executive Committee. This is a core group of ten members of Council which acts as a filter for the business considered by Council. The Executive Committee meet four times a year and could be described as a board of directors for the Institute. In exercising its delegated powers, it is the centre of debate, future planning and financial control.

Execution of actions

The continuity and execution of actions agreed and policy recommended by the Executive Committee, on behalf of the wider Council, are all ensured by the ex-officio position on Council of the Director of the SCI, Graham Couchman, together with attendance at all meetings by his two deputies, David Brown and Bassam Burgan, the SCI's Financial Controller, Mike Tobin, and Council Secretary, Christine Roszykiewicz.
